Within the national statutory guidance there is new terminology:
- Disadvantaged 2-year-olds
- All 3- and 4-year-olds (universal entitlement)
- Working Parent entitlements
In Norfolk, we will refer to them as the following:
- 2-year-old entitlement
- 3- and 4-year-olds universal entitlement
- Working parent entitlements
- Under 2's
- 2-year-old
- 3- and 4- year-old
As the new entitlements commence, we will also use the following terms:
- Rising 3-year-old
- Rising 2-year-old
Rising 2 or 3 year olds occur where a providers earliest admission age is midway through an entitlement, and therefore the 2nd or 3rd claim (or part of) maybe available to families to claim where a valid code is in place.
For example:

Rising 3-year-old
These children are those that have had their third birthday and will be eligible to commence their first claim of 3- and 4-year-olds universal entitlement in the next claim period, but in the meantime may be able to access all or some of an entitlement for 2’s.

IMPORTANT:
To obtain the funded place in the Summer, families MUST have a valid HMRC code by 31 March 2024 or NEO code.
Rising 2-year-old
The principle for these children is the same as a rising 3-year-old. A family may be able to access an early education funded place from their second birthday.
